DORA is organized around five core requirements. Each one has direct implications for how AI-driven root cause analysis operates within your environment.
Pillar 1: ICT Risk Management (Articles 5 to 16)
DORA requires financial entities to establish comprehensive ICT risk management frameworks that cover identification, protection, detection, response, and recovery. The management body of the financial entity bears ultimate responsibility for setting and approving the ICT risk management strategy.
For AI SRE tools, this means your platform cannot operate as an ungoverned black box. The risk management framework must explicitly address how the AI tool identifies and assesses risks, what governance controls exist around its operation, and how its outputs are validated before action is taken.

What your auditor will ask: “Have you tested your AI investigation tool under adversarial conditions? What happens when it receives conflicting or incomplete evidence? Have you validated its accuracy against known incidents?”

You should be able to replay historical incidents through the system and verify that its conclusions match the actual root causes identified in postmortems. The system must also degrade gracefully when evidence is incomplete or contradictory, escalating to human review rather than producing low-confidence conclusions with false certainty.
Pillar 4: Third-Party ICT Risk Management (Articles 28 to 44)
DORA’s third-party risk management requirements are arguably the most consequential for AI SRE tool selection. Financial entities must maintain detailed registers of all contractual arrangements with ICT third-party service providers. They must assess concentration risk, ensure contractual provisions for security and incident reporting, and maintain exit strategies.
Under Article 28, any AI tool that processes your production telemetry data is an ICT third-party service provider subject to DORA’s oversight requirements. First, that the AI tool operates within a documented governance framework, with clear roles, responsibilities, and escalation procedures. The tool must not operate autonomously beyond defined confidence thresholds without human approval.
Second, that every AI-generated investigation produces a complete, auditable reasoning trail that can be included in DORA incident reports. “The AI said the root cause was X” is not an acceptable answer. “The AI investigated hypotheses A, B, and C, challenged each with counter-evidence, and concluded X with 87% confidence based on the following evidence chain” is.
